id suggest starting with arduino, as there is a large community of people using it, and its been around for a long time. this means there will be lots of learning resources and places to find help, code, etc. this wont be a computationally intensive project, so something like the arduino nano or micro would be good as its small and can fit behind a small panel.
whats the plan for setting which midi note to trigger, or midi channel? will there be a user interface with rotary encoder and led display? or will it be hard wired?
[EDIT] the pico is probably fine as well, just newer so maybe not as much code already written for it.
