Just wanted to say I had the same problem (no signal from gen b) and your post was very helpful in my search for a solution!!
The signal wasn’t making it to the filter so I ended up just soldering a jump wire from R31 to pin 1 of IC3 and gen b came to life!!
I totally agree that I would never have figured that out without an oscilloscope. Did seemingly endless continuity tests and everything seemed fine.
