I've messed around quite a bit with this sort of thing, and the Doepfer A-119 can work surprisingly well. Yes it's aimed at bringing external instruments into your rack, but you can plug whatever you like into the input sockets. It's got a gate and env out, and while it can be a bit of a fiddle to get right (adjusting gain & gate threshold to be *just* right), it may well give you what you want.
They're always turning up on eBay/Reverb very inexpensively (30-40 currency units), 8HP
Otherwise, perhaps look at one of the Ladik comparator modules, or even an older Disting which sometimes pop up cheaply.
I know (because funnily enough I was looking at it myself earlier) Thonk do a 4HP env/gate kit by Feedback which is quite inexpensive.
If you really want to count BPM, I suppose you could suck your audio into Audacity & try the "beat finder", though I've never found it very good for other than quite simple audio.
