I was going to say the100k input pot should be an A type log for better control, but then I noticed it's feeding a really low impedance of 5k so the linear B type pot will work like a log.
U1 in the schematic should have 0v on pins 1,2,3,5,6, and 7 and of course +12v pin 8 and -12v pin4.
To reduce the gain anyway, both R2 and R80 would be changed. 20k would halve the gain applied to the input signal.
I gather that U1 is the TL074. So the measurement for it is:
P1,2,3,5,6,7,9,12,13: 0v
P4: 12.11v
p8: -10.48
p10: oscillating between +3v and -3v
p11: -11.80v
p14: oscillates between +3v and -3v
